(KPO b.v.) is a company incorporated in the Netherlands with a branch registered in the Republic of Kazakhstan and 100% owned by Agip Karachaganak B.V., BG Group, ChevronTexaco, LUKOIL Overseas Holding Ltd and KazMunaiGas JSC and formed to develop and operate the Karachaganak Oil and Gas Condensate Field in Western Kazakhstan. Responsibilities: * Recommend, select and pre-qualify (if required) suitable suppliers/service providers to maximise efficiency of purchasing process; ; * Prepare Request For Quotation (RFQ) / Invitation To Tender (ITT) documentation on the basis of Purchase Requisitions (PR) and Scope of Work/Supply received from User Departments above for supervisory approval; ; * Liaise with User Department to ensure full understanding of their needs and that the proposed purchase will satisfy them; ; * Develop, comply, conduct and monitor advertisements, market engagement/exploration exercises, RFQs / ITTs, Tender Receipt and Opening ceremonies and evaluation of received Tender proposals; ; * Communicate with suppliers/service providers to achieve competitive costs, quality and delivery performance; ; * Examine and compare costs through benchmarking process, checks suitability and availability of goods and services, comparing specifications and reviewing proposed alternatives/substitutes; ; * Research and interpret contractual Terms and Conditions, including explaining provisions for liabilities, penalties and compliance term to User Departments, and coordinate with Legal, Finance, Tax departments as required; ; * Identifying and assessing risk compared to COMPANY standard contracts; creating risk mitigation provisions; ; * Maintain purchasing records and all other documents related to the purchase of goods and services in good and due form to ensure transparent and robust audit trail; ; * Demonstrate continuous efforts to improve purchasing processes, decrease turnaround times and streamline work processes and working co-operatively and jointly to provide quality seamless service to User Department; ; * Do other purchase-related tasks within the competence as per the position. ;
